DHCPv6 Solicit Response

I am trying to get an IP6 address with from a grid endpoint and I don't get any response to the SOLICIT request.

The wireless node is running cg-mesh-node-5.5.35-543cbac-RELEASE-cgeref2 endpoint firmware and is connected wirelessly to a Cisco CGR 1120 router. My application firmware communicates with the wireless node using PPP over serial.

The wireless node has a link local address of  fe80::1 and indicates via CSMP that it has a routable IP6 address of

I have no problem exchanging CSMP/UDP messages using link-local address. I can also send UDP messages through the router to an external system and responses do get routed back as far as the wireless node but stop there (since the application does not have an addresses supplied by the node).

This is an example of the Solicit message payload:

01 dc 14 d5 00 08 00 02 00 00 00 01 00 0e 00 01 00 14 1d c6 47 00 fb 5e 9f 31 e0 56 00 03 00 0c 22 33 44 55 00 00 00 00 00 00 00 00 00 06 00 04 00 0e 00 11

which when separated:

01dc14d5 <- solicit + XID
00080002 0000 <- message time
0001000e 00010014 1dc64700 fb5e9f31 e056 <- DUID
0003000c 22334455 00000000 00000000  <- IANA
00060004 000e0011 <- options requested

I use port 547 as the destination and 546 for the source for all requests and have tried all ip addresses that I can think of for the request...
ff02::1:2  <- should work with this one

I have diagnostic debug output enabled so I see every byte sent from the wireless node to my application and no data is ever returned in response to the solicit (except for ICMP6-unreachable when I use an invalid ip address for the request).
