(Preview outbound) contact not assign to agent when used REST for import contact

Hi everyone,

     I used poster on Firefox call REST for import contact to UCCX for outbound.I check remaining contact its added and agent ready state but the system not assign contact to agent for outbound then i tested import contact with text file on ccx administration page.only contact in text files are assign to agent and make outbound. how to fix that or i missing some thing about rest message?
