i have CUPS 7.0.8 and CUPC 7.1.
when i control Desk Phone and call comes in CUPC so i have 2 options "Answer" and "Send to Voicemail" when i press Answer i can talk but when i press "Send to Voicemail" call is clear from CUPC but still rining on the physical desk phone (7945). But when i am controlling Softphone "Send to voicemail" option works perfectly.

It sounds like you don't have the correct Voice Mail Profile set on the device's Directory Number configuration page.
