Control dial out using CAD log in / logout

    The requirement is as follows:
     
    1.       Cisco phone by default should not have any buttons enabled to be dialed out
    2.       However, when agent uses CAD to login, we should enable to buttons to be functional
    3.       Agents can either use the hard phone or CAD to make outbound calls
    4.       Once agent logs out, the physical phone buttons should be disable again
     
    I believe, using JTAPI, we can control those buttons but I am not sure how. Do we have any API's to achieve this requirement
