Yes.  When an OVA for the the process-hosted container is created, one can specify exactly what files should be part of that container image.  That includes any additional tools one may need for debugging such as gdb, strace, lsof, etc.  When the application is fully debugged and ready for production, a new OVA can be spun that removes those additional binaries to keep the overall size of the production OVA down to a minimum.
