can't enable web server on ip phone

    I am new in this community, I have an IP phone 7960 and a CUCM 7.1.5 installed on VMWare and the phone run 3.8.12 image. The phone can register to CUCM, on CUCM administration UI, the phone's IP is displayed. I have a sererate TFTP server where the phone comes to fetch configuration files. Seems the status on the phone are right.
    Now, I want to enable web server on the phone so that I can test sending message to the phone via port 80. But I can't get this through after days of google and trial.
    I have done the following on CUCM administration UI:
    System -> Enterprise Phone Congfiguration
    Web Access -> Enabled

    Device -> Device Settings -> Common Phone Profile
    Web Access -> Enabled
    But, not work, I can't find any port listening on the phone. Is there some property in configuration file can do this?
    Can someone help me out?

    I believe this was solved by switching the 7960 to use the SCCP firmware load.  The SIP load on this device does not support the full IP Phone Services functionality, CiscoIPPhoneExecute support being one of the significant missing features.
