    We have Cisco Unified Contact Center Express Premium. I want to develop a screen pop application. Any guidelines on how to start on this and what contact(s) do we need?

    You need to be a Cisco CTDP member to develop applications directly to
    UCCX CTI protocol.  It requires TCP/IP Socket message based programming.

    There are Cisco partners (Servion for one) that sell a toolkit which
    provides a .NET API for developing UCCX CTI applications.
