If I select an end user credentials (Pin and password) through a SQL query, the results are returned encrypted. How can I decrypt those credentials?

By design for security reasons, there is no mechanism to retrieve cleartext password/pins.  You can validate password/pin (via doAuthenticateUser) or reset them (via updateUser).

So does that mean I can't authenticate a user unless I use AXL requests? It can't be done in SQL queries in any way?

That's right.  If you are using a UCM version prior to 5.x, then the user store is kept in an LDAP (not a D, so you could authenticate directly against the LDAP.

But I'm using CallManager 7.1 . So there's no way to do it through SQL queries I guess, right?

but your SQL queries are done via AXL as well right, so there is not much work involved to change the doSQLQuery element into a doAuthenticateUser element..??
