AXL data throttling in 6.1.3 release for listphonebyname request

    The document suggests that I need to create more than 60000 phones. Can I assume if the server has less than 60000 phones, I won't get the error message from the server?
    It's hard to test since I don't have the license to create 60000 phones for the lab server.

    Yes it's extremly unlikely that you would run into this throttle with listPhoneByName, or really any regular AXL request.  The throttle is mainly intended to protect against very large, multi-join executeSQLQuery requests (which caused a Tomcat crash at a particular site), but theoretically could effect regular AXL list queries againt very huge databases.
     
    How to easily cause/test for this error is something of an open question.
