Actual -- This caliber rating indicates that usage was measured by the entity presumably through some hardware or direct physical means. The usage data reported is the real current energy consumption rate.
 
Trusted --
The usage was reported by a trusted third party, not the entity itself.  This might apply to a PC that can't measure its own usage, but the agent has access to a database which estimates its usage.
