Cisco does not provide a phone simulator, however the Cisco IP Communicator softphone (Windows/Mac) supports the XML APIs and is a good way to develop IPPS apps on your local PC.  The full install is available from Cisco.com with a valid Cisco TAC support contract.  (You'll also need an instance of Unified Communications Manager to register the IPC to.)

The IP Phone XML API leverages very basic web technologies - XML and HTTP - so your 'IDE' options range anywhere from Notepad.exe on up to full-blown Eclipse/MS Visual Studio web development suite options - we have no recommendation, really.

To develop and test IP Phone Services apps, you need either a physical Cisco IP Phone, or as mentioned previously you can use the Cisco IP Communicator PC-based softphone which also supports IPPS.  If you don't have a physical phone or IP Communicator, you won't be able to develop with IPPS.
